Participation and Comments

Participate in this Project

The Oregon Department of Energy-Energy Facility Siting Council (ODOE-EFSC) encourages public participation in the energy facility siting process. Public participation opportunities include:

  • Attending public meetings.
  • Reviewing and commenting on the project at various milestones throughout the process.
  • Visiting the project website.
  • Requesting an ODOE representative meet with your organization to further discuss the ODOE-EFSC process.
  • Signing up for the project mailing list.

ODOE-EFSC are working with the USFS to coordinate public involvement opportunities.

Provide Questions and Comments

The first of several public comment periods closed on August 2, 2010. Future comment periods will be announced. Informal comments and questions are always accepted.

The comment period followed PGE’s submission of the Notice of Intent to ODOE-EFSC. Public information meetings were held in areas along the project study corridor in late June and early July 2010. Check out the meeting materials and information presented at the meetings.

Comments are being reviewed and analyzed. All comments are shared between ODOE and the federal agencies.

For this past comment period, and in future comment opportunities, comments are most useful if:

  • Related to EFSC’s pass/fail siting standards. All comments are welcome. However, under Oregon law, EFSC’s decision to grant or deny the Site Certificate is based on whether the project meets its pass/fail siting standards and applicable regulations of other state and local agencies.
  • Specific about your issues of concern. The more specific your comment, the better ODOE-EFSC can respond. For example, a specific comment regarding effects to wildlife will pinpoint the explicit wildlife concern and how that concern may be addressed by an EFSC standard, rather than a general statement about concerns of negative affects to wildlife.

All application documents will be available for public review and comment at the following locations: on the Documents page, at ODOE’s offices in Salem and Hermiston and at public document viewing locations along the proposed corridors.
